Gerhard Navratil is a research and teaching assistant at the Institute of Geoinformation at the Technical University of Vienna. He graduated as a Surveying Engineer (Dipl.-Ing.) at the Technical University of Vienna in 1998 with a master thesis on the tasks of the Austrian Cadaster. In 2002 he received his Dr.techn. from the Technical University of Vienna.
The topic of his Ph.D. research was the formalization of laws. He discussed how to create a mathematical model from the pure law text resulting in an abstract specification that can be used to write programs implementing the law. He used the Austrian General Land Registration Law (Allgemeines Grundbuchsgesetz) as a test case.
In July 2007 he received the Venia Docendi (the right to teach) from the Vienna University of Technology. The title of the submitted text was 'The Influence of Technology, Law, and Usability on Data Quality'.
From July 2001 to February 2002 he worked as a consultant for the Department of Land and Survey in Cyprus. Since 2010 Gerhard Navratil is a member of the WIA-team (Wissenschaft in der Ausbildung) at the University of Applied Science Technikum Wien. Since 2011 he is a member of the Austrian team aiming at establishing boundaries and boundary marks as UNESCO World Heritage.
His research interests are data quality, land administration (especially the Austrian Cadaster and Grundbuch) and the problems combined with the historical development of land administration systems (geometrical as well as organizational problems). Since 2010 he is a member of the FIG Working Group on 3D Cadastres.
Gerhard Navratil wrote a Tutorial for the functional programming language Haskell (based on work by Damir Medak) which is available here.
Gerhard Navratil teaches adjustment computations (Ausgleichungsrechnung I + II) and supervises students in the field course in Surveying and GIS. He is also responsible for the measurement instruments available at the department. The text book is available for Ausgleichungsrechnung I and Ausgleichungsrechnung II separately or in a combined version (2006 version, in German).
